can an unlicensed underage driver in NH legally drive an intoxicated licensed adult?

Question by Autumn: can an unlicensed underage driver in NH legally drive an intoxicated licensed adult?
An intoxicated adult asked an unlicensed and underaged driver to drive her to the store. In NH, permits aren’t required, but there must be an adult in the car and they must be over 25 with a valid license. Does anyone know if an unlicensed minor driving this individual is legal or not?
